TOKYO ? An explosion at a chemical plant in western Japan has killed a firefighter and injured dozens of people.

Police said the explosion was reported Saturday at chemical plant Nippon Shokubai Co. in the coastal industrial area of Himeji, about 370 miles west of Tokyo. Plant workers first reported a large bursting noise and temblor after a chemical tank exploded.

Television footage showed the plant covered with orange flames and black smoke rising to the sky.

The cause of the blast was under investigation.

Five hours after the explosion, firefighters were still fighting the blaze.

Public television NHK said 30 people were injured. Police said at least 17 people were injured, including seven other firefighters, two police officers and seven plant workers.

New Delhi, Sept 29:?

The Petroleum Ministry has asked public sector oil marketing companies to revise dealer commissions for petrol immediately, according to the Federation of All India Petroleum Traders. . But, the increase in commissions will not result in a hike for consumers, the dealers? body said on Saturday.

?Commission for petrol needs to be revised from Rs 1.49 a litre to Rs 2.16 for every litre . Since petrol is a de-regulated product, OMCs can revise the commission. Oil Ministry has issued a letter to them in this regard on September 20,? Ajay Bansal, General Secretary of the Federation said.

?Crude oil prices have gone down and the dollar is also stable. We have told the companies that if they want to reduce retail price of petrol, they should first adjust the dealers? commission. This would prevent any rise in price for consumers,? Bansal said.

The dealers have also asked for revision of commission on diesel from Rs 0.91 a litre to Rs 1.32 .

In respect of revision of dealers? commission on diesel, the Ministry has asked oil marketing companies to submit a proposal within ten days, said Bansal.

He said operating costs of petrol pumps, such as for wages and electricity bills, have gone up drastically, which called for an increase in their commission.

The Federation also said petrol pumps will not be shut on October 1 and 2. ?This is false news. Pumps will operate normally and dealers shall make purchases on October 1 according to their requirement keeping in view that October 2 is a public holiday,? said Bansal.

BELFAST (Reuters) - A major parade that Northern Irish politicians and security forces feared could spark fighting between Catholics and Protestant passed peacefully on Saturday after police mounted their biggest security operation in 20 years.

Some 30,000 Protestants marked the centenary of one of the most historic events in a province scarred by decades of sectarian violence, the signing of a pact by half a million of their ancestors opposing the introduction of devolved government in Ireland.

Eight Protestant Unionist organisations, including members of the Orange Order, marched through Belfast to celebrate, twice passing a Catholic church where violence had recently flared up.

More than 1,000 members of the British security forces were among 3,600 people killed during 30 years of the "Troubles" in the province which has a minority Catholic population.

The violence between mainly Catholic nationalists and pro-British Protestants was largely ended by a 1998 peace deal, but sporadic violence has grown in recent years and a far smaller march earlier this month incited three nights of rioting.

Most parades across Northern Ireland pass peacefully each year but violence often breaks out when marchers cross or pass close to rival communities, particularly during the divisive summer marching season which is nearing its conclusion.

Hundreds of police officers were outside the Catholic church as 2,000 Protestants and bandsmen passed peacefully by as their march began and again when they walked by on their return leg without incident.

The Parades Commission, the body that decides whether or not marches can take place, ordered bands accompanying the loyalist marches to play only hymns as they walked by the church.

It also restricted to 150 the number of Catholic protestors, who waved black flags and held banners urging respect for their church.

Sinn Fein, the former political wing of the Irish Republican Army (IRA) which now shares power in the local assembly with its former Unionist foes, said it was unhappy with the behaviour of a number of bands.

Marchers also gathered at Belfast's City Hall, where the Ulster Covenant was signed, and marched 10 kilometres (six miles) to Stormont, the home of Northern Ireland's power-sharing government where religious services, music and dancing were held.

Biologists uncover dynamic between biological clock and neuronal activity

ScienceDaily (Sep. 25, 2012) ? Biologists at New York University have uncovered one way that biological clocks control neuronal activity -- a discovery that sheds new light on sleep-wake cycles and offers potential new directions for research into therapies to address sleep disorders and jetlag.

"The findings answer a significant question -- how biological clocks drive the activity of clock neurons, which, in turn, regulate behavioral rhythms," explained Justin Blau, an associate professor in NYU's Department of Biology and the study's senior author.

Their findings appear in the Journal of Biological Rhythms.

Scientists have known that our biological clocks control neuronal activity. But not previously understood is how this process occurs -- that is, how does information from biological clocks drive rhythms in the electrical activity of pacemaker neurons that, in turn, drives daily rhythms?

To understand this mechanism, the researchers examined the biological, or circadian, clocks of Drosophila fruit flies, which are commonly used for research in this area. Earlier studies of "clock genes" in fruit flies allowed the identification of similarly functioning genes in humans.

In their study, the researchers focused on eight master pacemaker neurons located in the central brain -- these neurons set the timing of the daily transitions between sleep and wake in the fly. Specifically, they were able to isolate these neurons from animals and identify sets of genes differentially expressed between dawn and dusk.

In a series of follow-up experiments, they concentrated on one gene, Ir, whose expression was found to be much higher at dusk than at dawn and much more highly expressed in pacemaker neurons than in the rest of the brain. Ir encodes a potassium channel that helps set the resting state of neurons -- and so its rhythmic expression makes it an excellent candidate to help link the biological clock to pacemaker neuron activity. High levels of Ir expression at dusk should make it much harder for pacemaker neurons to signal than the low levels seen at dawn, a finding that fits with earlier studies showing that pacemaker neurons fire more at dawn than at dusk.

The authors also found that genetic manipulations that either increase or decrease Ir levels affect behavioral rhythms. Perhaps more interestingly, these were also associated with changes in the timing and strength of oscillations in the core clock.

"Biology is never as simple as we imagine it will be," explained Blau. "We were looking for an output of the biological clock that would link the core clock to neuronal activity. Ir seems to do this, but it also, remarkably, feeds back to regulate the core clock itself. Feedback loops seem to be deeply engrained into the biological clock and presumably help these clocks work so well."

The study's other co-authors were: Marc Ruben, a doctoral candidate; Mark Drapeau, a former postdoctoral researcher; and Dogukan Mizrak, a doctoral candidate. The study was funded by grants from the National Institutes of Health.

THE SPARK: Analyst Sam Poser said that the company's Ugg brand is at risk. Recent industry data shows that sales of the iconic boot brand fell sharply in July and August as compared with last year. He also noted that the company has started selling its products at lower-end stores than it traditionally used and said that does not bode well for the brand.

THE BIG PICTURE: The Ugg brand has been an area of concern for some time. Its boots were once the must-have item but some analysts and investors worry that the brand is losing its cache.

Poser said the company's sales at high-end retailers such as Nordstrom's is down, possibly at lower levels than a recent industry report would indicate. Additionally, he said that the company has been selling its once coveted product at "schlocky retailers" such as The City Streets chain in New York.

This is not the first time Poser has voiced concerns about the Ugg brand. Earlier this month, he said in a note to investors that the company is discounting its Ugg brand and that he saw this is a troubling sign. The company told retailers that the move was due to changes in sheepskin prices. But it sounded alarms with Poser as the brand's products are rarely discounted or go on sale.

THE ANALYSIS: Poser lowered his 2012 earnings estimates for Deckers to $3.49 per share from $3.97. He also lowered his 2013 estimate to $3.62 from $4.37 per share. Analysts polled by FactSet, on average, are expecting Deckers to earn $4.27 per share for 2012 and $5.09 per share for 2013.

The analyst also lowered his price target on the stock to $32 from $38.

SHARE ACTION: The company's stock price has fallen steadily since 2011. As of Monday's closing price, the company's shares are down 68 percent since October of 2011 when it had a multi-year high of $117.66. Its shares fell another $2.02, or 5.4 percent, to $35.49 in afternoon trading Tuesday.

GOP backer Adelson accused of commandeering Israel's media market

Casino mogul Sheldon Adelson grabbed the spotlight in the US earlier this year for making multi-million dollar campaign contributions to Republican presidential candidates on the bet that their policies would better jibe with those of Israeli Prime Minister Benjamin Netanyahu than with President Obama's.

In Israel, Mr. Adelson is better known as the force behind the five-year-old free newspaper, "Yisrael Hayom" (Israel Today), which is seen by some as the Israeli print equivalent of Fox News. Touting Israeli patriotism, it is among the most widely read newspapers in the country and has a reputation for its fiercely loyal coverage of Mr. Netanyahu ? and now Republican presidential nominee Mitt Romney.

Adelson rejects accusations of bias, insisting in a previous interview that his paper is a "fair and balanced" alternative to other newspapers more critical of the government and that he is breaking rival newspaper Yediot Ahranot's monopoly on the market. Many Israelis nonetheless see the paper as a political vehicle to support the prime minster, and now, American Republican politicians. And with other newspapers floundering financially while Adelson puts his substantial wealth behind Yisrael Hayom, some worry that he is squeezing other political ideologies out of the market.

"You can see completely biased coverage always emphasizing good news for the Republicans, or always hiding or eliminating bad news for the Republicans," says Oren Persico, who writes a daily analysis of print news coverage for Israel?s media magazine "The Seventh Eye." "It's one-sided, so Israelis will stand behind Romney."

An opinion poll conducted by Hebrew University and released yesterday showed Mr. Romney with an eight percentage point advantage over Mr. Obama among Israelis ? 34 percent to 26 percent, with 20 percent undecided. Another opinion poll from earlier this month suggested that the gap was more than two to one.

While it is impossible to discern the exact role Yisrael Hayom plays in shaping those opinions, its critical take on Obama and its upbeat coverage of the Republican campaign stand out from the rest of Israeli media coverage of US politics.

For example, the day after the Romney campaign was rocked by a video of the candidate making disparaging remarks about Americans who pay no income tax, Yisrael Hayom featured a front page opinion piece alleging the US is a declining empire and accusing Obama of "voluntarily lowering the profile" of the US and fueling unrest in Arab countries. The story about the video was on page 23.

A day later, the newspaper wrote in a subhead that "commentators think the affair will help" and quoted conservative columnist Ann Coulter saying that Romney comments were on the mark. Today the newspaper acknowledged that the video is having a negative impact on public opinion of Romney, but cited "optimism from surveys" indicating that the Republican candidate remains close in the polls, despite the uproar.

Yisrael Hayom is not the only paper that comes across as promoting a particular political agenda in Israel. News coverage in the liberal newspaper Haaretz, for example, is known to be sympathetic to the US president and heavily critical of Netanyahu. But critics of Yisrael Hayom say the fact that the paper has never reported a profit is further evidence that the goal of the paper is primarily political rather than a business enterprise.

Nahum Barnea, an Israel Prize laureate columnist who works for rival newspaper Yediot Ahronot, has denounced Yisrael Hayom as a paper with no business model that serves the interest of "one man" and is undermining Israeli democracy by making it impossible for for-profit newspapers to compete.

And as Yisrael Hayom has surged in readers, other Israeli papers that need to make money in order to stay afloat have struggled ? yesterday, the cash-strapped daily newspaper Ma?ariv was sold to Shlomo Ben Zvi, the owner of another right wing newspaper, who announced plans to lay off most of the staff.

"For many years, the media was dominated by left-of-center views and families supporting the Labor party," says Mitchell Barak, an Israeli pollster. But today the paper?s sympathetic coverage of US Republicans has a natural audience in Israel, he says.

"In general, Israelis have been disappointed with the promise and hope of Obama. That?s not specific to Yisrael Hayom."

Mom furious male vice principal spanked her daughter

A Texas mother is furious that male vice principal left her daughter bruised and blistered after a spanking, which the girl opted for over another day of in-school suspension for cheating in class.

Taylor Santos, a sophomore at Springtown High School, northwest of Fort Worth, Texas, told school officials?that she didn?t know another student had copied her classwork, but school officials gave both girls two days of in-school suspension as punishment.

After serving one day, Taylor said she didn?t want to miss any more classes, so she went to the vice principal?s office and opted instead for a paddling ? a legal form of punishment in schools in Texas and 19 other states,?according to the?Center for Effective Discipline.?

Because school policy says spanking or paddling requires that parents give permission, the vice principal had Taylor call her mother, Anna Jorgensen, who gave her approval.

"I knew school policy was females swatted females and males swatted males,? Jorgensen told WFAA-TV in Dallas-Fort Worth.??If Taylor wanted that, I said that would be fine.?

But what happened instead was the vice principal himself swatted Taylor while a woman was present in the room, despite school policy that states ?corporal punishment shall be administered only by an employee who is the same sex as the student."?

After learning who did the spanking and seeing the wounds on her daughter's body, Jorgensen said she was horrified.

"I came unglued," Jorgensen said. ?It looked almost like it had been burned and blistered, it was so bad,? she said of her daughter?s bottom, adding that she took photos of injuries to prove how red they were.

Jorgensen called the vice principal to complain, but he told her it was perfectly normal for her daughter?s bottom to look like that. He reportedly added that he wasn?t aware of the school?s same-sex swatting policy.

Springtown Superintendent Mike Kelley told WFAA that school officials never administer corporal punishment unless a parent requests it. While he declined to speak on Taylor?s case specifically, he stressed that two adults are always present when corporal punishment is administered, but he said the school district may have made an error.

WFAA reported that Kelly wants to do away with the current policy because the male-to-female ratio of administrators at the school makes it a difficult policy to adhere to. He will reportedly ask the school board to get rid of the same gender requirement at a board meeting Monday.?

For her part, Jorgensen said she will be in attendance at that meeting to urge the school board to keep the gender-based policy.

"I think Taylor is proof that we need to keep that policy," Jorgensen said. "I don't believe a man intentionally meant to do that to her, but it still happens, because men are too big and strong to be hitting 96-pound girls."

More than 220,000 school children nationwide were subjected to physical punishment during the 2005-2006 school year, according to the Center for Effective Discipline, citing the most recent figures available.

At one school in Florida,?the woodshop class at?Holmes County High School?actually makes the paddles used to spank any of the more than 500 students.?

In another Florida town, east of Tallahassee, townfolkd make paddles out of plexiglass for?Madison?County Central's elementary and middle school, the dean of schools said.
